The Manager of Operational Risk Management, is the Second Line of Defense (2LOD), within the Bank Enterprise Risk Management (ERM) structure, is responsible for supporting the development and operation of Operational Risk Management (ORM) team in line with the FRB’s Regional Banking Organization (RBO) Risk Management standards and the Three Lines of Defense Model.  The role supports ERM with planning, execution and finalization of ORM requirements and ad-hoc projects as prescribed by the Chief Risk Officer.  This position supports the implementation of the Operational Risk Management objectives including managing Risk & Control Self-Assessments with the 1 LOD, Model Risk Management and managing the Enterprise Fraud team.  The position participates in identifying, measuring, mitigating, monitoring and reporting on risks across the Bank, synthesizing the results and reporting the outcome to executive management and the Board of Directors.  The role includes responsibility for establishing risk frameworks and evolving policies that align to the Bank’s risk methodology and providing independent oversight of their implementation across the enterprise.

Essential Duties 

  • Support the Chief Risk Officer in the evolution and management of the Bank’s Operational Risk Management Program, Model Risk Management Program, and Enterprise Fraud (non-AML) including oversight over operational losses.
  • Responsible for the development and implementation of the Bank’s Risk & Control Self-Assessment program including the required infrastructure, templates, risk and control libraries, training and support to the 1st Line of Defense (1 LOD)
  • Review and provide effective challenge of the RCSAs. Collaborate with the 1st LOD to address and remediate control gaps, weaknesses and drive continuous improvement.  Prepare reporting including the aggregation of RCSA results by risk domain and business unit.  Communicate results to the Risk Governance, Strategy and Operations (RGSO) team.
  • Work closely with the RGSO team to ensure goals, objectives and results align between teams and meet the overarching goals of the ERM program.
  • Manage and evolve the Bank’s Model Risk Management Program (including End Use Computing) by enhancing governance documents, processes and reporting inclusive of model validation review and analysis, review of back tests, model identification, and inventories.  Train and educate Bank personnel MRM, EUC, and policy requirements.  Report issues and non-compliance to the CRO.
  • Proactively manage and advise the CRO on potential / emerging risks related to operational risk management to assure objectives are achieved, losses are minimized, and strategic goals and objectives can be achieved.
  • Manage the existing Fraud department including developing strategies to reduce fraud, create efficiencies for the team, improve the effectives of scenarios, and create standard, recurring processes to support fraud investigations and communication to executives.  The scope of the current fraud department includes ACH, check, Zelle, and external transfers.
  • Support efforts to create an enterprise fraud framework including the implementation of an enterprise fraud software.
  • Develop reporting to executive management and the Board Risk & Compliance committee regarding operational risk management policies, processes and execution.
  • Develop and implement changes as needed to minimize risks as well as improve internal and external risk characteristics across all business lines.
  • Analyze qualitative and quantitative data to develop process efficiencies and/or metrics for key operational risk and early warning indicators.
  • Actively participates in Bank initiatives and projects, as needed, providing risk management, data analysis and bank processing knowledge and skills.
  • Manage operational risk management analyst(s), as assigned, to achieve the assignments and objectives of the department, grow and develop their skills sets, and provide guidance and direction on completing deliverables.
  • Meet the expectations of a supervisor relative to staff time management, reviews and all other supervisory requirements.
  • Manage and support all internal and external audits and exams.

Non-Essential Duties 

  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Inductive Reasoning — Ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events). 
  • Deductive Reasoning — Ability to apply general rules to specific problems to produce answers that make sense.

Required Knowledge 

  • Banking knowledge – Front and back office bank operations and processes, banking fraud and payment fraud
  • Working knowledge of IT processes and principles
  • Knowledge of operational risk management principles and practices.

  • Strong management skills
  • Must have a strong understanding of quantitative analyses – math / statistical analysis
  • Process improvement and technology skills, a plus
  • Excellent interpersonal skills
  • Strong verbal/written communication and presentation skills
  • Must be able to work independently and set goals/prioritize, focus, and have time management skills.
  • Strong knowledge of Excel (intermediate to advanced), Word, Visio, Power point

Officer Title Eligibility

For qualified positions, the Bank may designate an Officer Title to an employee who seeks and/or meets defined competencies for an eligible position.  This position qualifies for the officer title(s) Vice President and First Vice President.

Education and Experience 

  • B.S. in Accounting Finance, Business Administration
  • Advanced degree or professional certification, a plus
  • 15+ years of prior banking experience

Estimated salary range (DOE):  $145K to $225K (possible signing bonus) plus annual bonus, medical, dental, vision, life, 401K, profit sharing, vacation
